Regulatory Requirements and Classification of Standards

1.1 Regulatory Documents and Specifications

All regulatory documents mandatory for design and operation according to this standard are detailed in Annex A, including the current contact details of relevant organizations. Application of the standards implies the use of their current versions at the time of design work.

1.2 Integration of Related Standards

The technical requirements contained in Annex A may be supplemented by the specific conditions of this standard. EV Group China engineers recommend considering these specifications comprehensively, avoiding the isolated application of individual provisions without accounting for the general regulatory framework.

1.3 Standardization of Geometric Parameters

When designing pipeline systems, compliance with ANSI metric standards is a priority. Alternative design solutions are permitted provided that they ensure equivalent strength, leak tightness, and component interchangeability, as confirmed by the results of mandatory testing.

1.4 Adaptation of Units of Measurement

For the conversion of parameters from the US customary units to the metric system (SI), refer to the reference data provided in Annex J.

2.1 Scope of Application

This standard establishes strict requirements for the design, manufacturing, installation, and subsequent technical supervision stages of gas transmission pipeline systems. The regulation also covers safety protocols during facility operation (according to the diagrams in Annex Q).

The requirements apply to systems transporting liquefied petroleum gases (including propane, butane, and their mixtures) in the gaseous phase. The design of such systems must comply with the provisions of NFPA 58 and NFPA 59.

Limitations of the standard’s scope:

  • Pressure vessels regulated by the BPV1 standard.
  • Pipelines operating at metal temperatures above 232 °C (450 °F).
  • Distribution networks beyond the metering station (according to ANSI Z223.1 / NFPA 54).
  • Process piping of oil refineries and gas processing plants, including dehydration units.
  • Atmospheric pressure ventilation systems.
  • Wellhead equipment, including christmas trees and flow lines (regulated by API RP 14E).
  • Proprietary equipment units and measuring instrumentation.
  • Heat exchange equipment (according to TEMA standards).
  • Transportation systems for liquid petroleum, slurries, and carbon dioxide (according to ASME B31.4).
  • Cryogenic pipeline systems and LNG infrastructure (according to NFPA 59A and ASME B31.3).
